Texas mom of missing son, 6, arrested for his murder after fleeing to India

A Texas mother who fled to India after her 6-year-old son went missing nearly three years ago has been arrested, FBI Director Kash Patel said Wednesday in a statement shared on social media.

Cindy Rodriguez Singh, who was added to the FBI’s Ten Most Wanted Fugitives list earlier last month, is accused of killing her son, Noel Rodriguez-Alvarez.

Noel, who had a history of health and developmental issues — including chronic lung disease and pulmonary edema — was last seen in October 2022.

Investigators said he required regular medical appointments and medications, including an albuterol inhaler, used to prevent and treat respiratory issues such as difficulty breathing, wheezing and shortness of breath.

In March 2023, state officials requested Everman Police to conduct a welfare check on the boy, but Singh “allegedly lied to authorities about his whereabouts,” according to Patel.

She told police the child had been living with his father in Mexico since November 2022, but the father told investigators he had no relationship with the child.

Two days after the welfare check, Singh, her husband, Arshdeep Singh, and six other children flew from Dallas Fort Worth International Airport to Indira Gandhi International Airport in Delhi, India.

 

“All airline tickets were purchased within 24 hours of flight departure, and Cindy Rodriguez Singh had unenrolled Noel and his siblings from school,” FBI Dallas Special Agent Pance Kecev said in a news release.

That is believed to be the last time Singh — who was born in Dallas but has ties to Mexico and India — was in the United States, authorities said.

In April 2023, then-Everman Police Chief Craig Spencer said that investigators had reached “the very unfortunate, unimaginable and devastating conclusion that Noel is likely deceased.”

Singh was charged with capital murder in Tarrant County, Texas, on October 31, 2023. A federal arrest warrant for unlawful flight was issued two days later.

Patel didn’t offer any details on the arrest, but thanked law enforcement partners in India and the FBI in New York and Dallas in his announcement.

According to The Times of India, Singh was arrested in India on Wednesday and has since flown back to the U.S. to face prosecution.
