Ukrainian President Volodymyr Zelenskyy said he’s not in contact with the Russian side on potential peace talks even as his dialog with U.S. continues.

Speaking at a news conference with NATO Secretary General Mark Rutte in Kyiv on Friday, Zelenskyy said he doesn’t want to set conditions for potential peace talks with Vladimir Putin as he could use them as an excuse to continue the war.

There are “two layers” of security guarantees being discussed, Rutte said at the same event. The first is to make Ukraine’s army stronger and the second involves guarantees from allies, he added.

Ukraine started working with the U.S. and major European nations on proposals to ensure the country’s security after the war. Russia insists it should be part of any security arrangement which could also include China - something Zelenskyy has ruled out.
